Yes, the landlord can designate someone else to act as their agent in order to complete repairs. The landlord is still obligated to provide at least 24 hours written notice to the tenant that an agent will be entering the property to complete repairs.
The landlord is responsible for all of the actions of their agent. For example, if the repair person damages the suite or fails to show up at the designated time, then the situation is like the landlord damaged the suite or failed to show up.
