How the Deposit or Account Must be Returned to You

When your landlord returns all or part of the security deposit to you, or an account of the security deposit, it must be either given to you personally or sent by regular, registered, or certified mail. Failure to return the deposit or account in one of these ways is an offence on the part of the landlord.

If a landlord doesn't have a forwarding address for a tenant, he or she must still try to find the tenant. Any cheque that is returned to the landlord has to be kept as money belonging to the tenant.
